Depends on what you mean by “best”.
The best all-rounder that I’ve found which isn’t super-expensive is Adobe Premiere Elements. It’ll do most of the things your average director wants out of an editing program but it’s over a hundred dollars.
Stop Motion Pro is “the best” for stop motion because it’ll let you do basic editing but also is geared specifically for stop motion. It is also near the hundred dollar mark.
There are a slew of different free and open source editing programs available, but I’m not up with the most recent – go visit bricksinmotion.com and chat with the community there. Almost everybody there was here at one stage, but this site is mostly digital tumbleweeds these days…
